City Council Regular Meeting & Final FY 2026-27 Budget Hearing
The Miami Springs City Council will convene for its regular meeting on Monday, September 28, 2026, at 7:00 PM in the Council Chambers at City Hall. This meeting is of monumental importance to residents, as it features public hearings to adopt the final millage rate and the final budget for Fiscal Year 2026-2027.
Members of the public are invited to attend in person at City Hall (201 Westward Drive) or watch online via Zoom. For those wishing to speak, comments can be delivered in person during Open Forum or submitted via instructions in the official agenda.

1. Awards & Presentations
- M-DCPS District Update: Presentation by Miami-Dade County Public Schools School Board Member Danny Espino and Mr. Tony Ullirarri (Assistant Supervisor of Intergovernmental Affairs) providing a comprehensive update on school district matters affecting Miami Springs.
- Organ Donation Awareness Proclamation: Presentation of a proclamation to the South Florida Donor Network in recognition of organ, eye, and tissue donation awareness.
- Witches of Westward: A whimsical local Halloween tradition! The Miami Springs Woman’s Club will present a request for a “permit” to fly on October 10, 24, 25, and 31st.
2. Public Hearings (Final Budget & Impact Fees)
- Final Millage Rate Adoption (Resolution): Reading and public hearing to adopt the final millage rate for the Fiscal Year commencing October 1, 2026, and ending September 30, 2027. The proposed final millage rate is 6.8100 Mills, which is 6.20% higher than the roll-back rate of 6.4123 Mills.
- Final FY 2026-2027 Budget Adoption (Resolution): Reading and public hearing to adopt the final municipal budget for the upcoming Fiscal Year, providing for expenditure of budgeted funds, budgetary controls, and authorization.
- Impact Fees Ordinance (Second Reading & Final Vote): Second reading of an Ordinance creating Article XVIII, “Impact Fees,” of Chapter 150 of the City’s Code of Ordinances. This ordinance will adopt, collect, and administer development impact fees for (i) General Government, (ii) Law Enforcement, and (iii) Parks and Recreation.
3. Consent Agenda Highlights
- City Liability & Property Insurance (Resolution): Approving an agreement with Brown & Brown of Florida, Inc. for the City’s general, property, auto, workers’ compensation, cyber, and other liability insurance coverage in an amount not to exceed $959,320 for FY 2026-27 (with a waiver of competitive bidding).
- Employee Health Benefits (Resolution): Approving employee health, dental, and vision insurance agreements with UnitedHealthcare Insurance Company in an amount not to exceed $2,144,590.56 for FY 2026-27.
- Employee Life Insurance (Resolution): Approving basic life and accidental death & dismemberment (AD&D) insurance with The Standard Insurance Company in an amount not to exceed $53,436 for FY 2026-27.
- Fuel Procurement (Resolution): Approving gasoline and diesel fuel purchases from Pro Energy Fleet Fueling LLC in an amount not to exceed $30,000 utilizing the terms of the Florida Department of Management Services state term contract.
- Curtiss & June Bug Monument Project (Resolution): Ratifying the issuance of two change orders to Tech Construction Group Residential, Inc. in an amount not to exceed $3,896.20.
- Oakwood Drive Roadway Safety Grant (Resolution): Accepting a state appropriations grant in the amount of $1,500,000 and approving an agreement with FDOT for the Miami Springs Oakwood Drive Roadway Safety Improvements Project.
- Westward Drive Roadway Improvements Grant (Resolution): Accepting a state appropriations grant in the amount of $800,000 and approving an agreement with FDOT for the Westward Drive Roadway Improvements Project.
