City Council Regular Meeting & First Budget Hearing

The Miami Springs City Council will convene for its regular meeting on Monday, September 14, 2026, at 7:00 PM in the Council Chambers at City Hall. This meeting is of critical importance to residents, as it features public hearings to adopt the tentative millage rate and tentative budget for Fiscal Year 2026-2027.

Members of the public are invited to attend in person at City Hall (201 Westward Drive) or watch online via the City’s website or official YouTube channel. For those wishing to speak, in-person comments can be delivered at the meeting, or emailed comments may be sent to cityclerk@miamisprings-fl.gov by 12:00 PM on the day of the meeting.


Key Agenda Items & Presentations

1. Awards & Presentations
  • 10-Year Service Award: Presentation recognizing Police Detective Jacob Dweck for 10 years of dedicated service to the City of Miami Springs.
  • Speed Zone Cameras Annual Report: A presentation by the Police Department detailing the Miami Springs Annual Summary on Speed Zone Cameras. According to the agenda packet, a total of 18,357 Notices of Violation (NOVs) were issued between July 1, 2025, and June 30, 2026. A total of 12,944 NOVs were paid, generating $1,294,400.00 in revenue. The breakdown of funds includes $504,816 for the Public Safety Initiative, $258,880 for the FL Dept of Revenue, $38,832 for FDLE Training, $155,328 for the County School District, $64,720 for Crossing Guards, and $271,824 to RedSpeed.
  • Yard of the Month Award: The September 2026 Yard of the Month will be presented to Mr. Carlos Perdomo of 1001 Plover Avenue.
2. Public Hearings (FY 2026-2027 Budget & Millage)
  • Proposed Millage Rate: Reading and public hearing of a Resolution adopting the proposed millage rate for Fiscal Year 2026-2027 in the amount of 6.8100 mills, which is 6.20% higher than the roll-back rate of 6.4123 mills, to balance the General Fund.
  • Tentative Budget Adoption: Reading and public hearing of a Resolution adopting a Tentative Budget for FY 2026-2027 commencing October 1, 2026, and confirming the second public hearing date (scheduled for Thursday, September 24, 2026).
3. Consent Agenda Highlights
  • Canal Streetscape Improvement Project: Resolution approving a work order to Bermello, Ajamil & Partners, Inc. for conceptual planning services in the amount of $45,824.
  • Theatrical Services Agreement: Resolution approving an agreement with Pelican Playhouse, Inc.
  • Golf Course Maintenance: Resolution approving a second amendment to the professional services agreement with Greens Grade Services, Inc. for golf course maintenance labor staffing services.
4. New Business
  • FPL Utility Agreement: Resolution approving an agreement with Florida Power & Light (FPL) concerning the location of electric utility facilities on city-owned right-of-way alleys.
  • New Municipal Impact Fees (First Reading): First reading of an Ordinance creating Article XVIII, “Impact Fees,” of Chapter 150 of the City’s Code of Ordinances. This ordinance aims to adopt, collect, and administer development impact fees for (i) General Government, (ii) Law Enforcement, and (iii) Parks and Recreation.
  • “Miami Realtors Way” Co-Designation: Resolution co-designating the portion of Oakwood Drive between South Royal Poinciana Boulevard and Kenmore Drive (fronting the new Miami Realtors Global Headquarters at 1800 Oakwood Drive) as “Miami Realtors Way.”
5. Other Business
  • Digital Kiosks: Request by Councilman Jorge Santin to present and discuss the implementation of digital kiosks for public information, wayfinding, and advertising in the City.
