On the video, Luis Ruiz-Herrera armed with a machete, approached a victim who was on his motor scooter, stuck in traffic at the intersection. As tensions escalated, the victim managed to dismount from his scooter just in the nick of time. Backing away from Ruiz-Herrera, he braced himself for what would come next.
Ruiz-Herrera, undeterred by the victim’s retreat, swung the machete at him, making a harrowing contact with the left side of his face, Ruiz-Herrera swiftly fled the scene.
