The Miami Springs Police Department has arrested Carlos Fernandez once again after he was caught sneaking into a backyard and stealing an electric scooter.
Fernandez, a repeat offender, was arrested several months ago by the Miami Springs Police Department for the same crime and is well known across Miami-Dade County for committing similar offenses.
