In a recent incident at the local public library, quick thinking and collaboration between a vigilant victim and library staff resulted in the arrest of an individual engaged in inappropriate behavior. David Betancourt was apprehended by the Investigations Division after being observed allegedly engaging in illegal activities (manipulating his genitals) on a library computer.
Betancourt’s unsettling actions included staring at a female victim and repositioning his chair to face her directly. The situation escalated when he exposed himself by pulling up his right shorts leg. The alarmed victim promptly notified library staff, who immediately contacted the police.
Law enforcement responded swiftly, detaining Betancourt in the library parking lot. He was subsequently arrested and taken into custody by the Investigations Division.
